Janine de Luca is the head of Abel Township and is responsible for keeping its residents safe. She owns the farmlands on which Abel Township was built. She is no-nonsense and insists on following protocol, but is understanding and calm under pressure. She's also an incredibly talented electrical engineer and linguist. She still lives in the farmhouse at the center of the Quad.

"Thinking is what I do. Strategy, tactics, the chess game. Always staying several moves ahead of your opponent."[1]
Due to her military background, Janine is a stickler for protocol and is often exasperated when people stray from proper procedures. She keeps meticulous notes and files on everything that happens in and around Abel.
Abel Township was built around Janine's farmhouse. While she sometimes acts fed up with the people who have moved onto her land, truthfully Janine does care for them.[2] She feels very protective towards Abel and its residents and would do almost anything to keep them safe.
Janine maintains an outward expression that is calm, focused, and stern. Because of that, her words and actions are sometimes perceived as harsher than she intended. She does care about the people closest to her, but her displays of affection are incredibly rare and usually quite awkward. Janine makes sure to praise people who do good work.
Janine is generally disinterested in games, but she does appreciate those with a focus on strategy. She enjoys playing an arcade game about preventing the fall of the Roman Empire.[3] She eventually develops an interest in Sam's Demons and Darkness campaigns, referring to them as a type of "fantastical war game".[4]
When she is caught off guard by unforeseen events, Janine may become flustered, lose her focus, or start questioning her own judgment. When Janine made radio contact with Canada, she was shocked to realize that the radio operator was Margaret Atwood, who she is a huge fan of. Instead of sharing valuable information like she had originally planned, Janine spent nearly the whole broadcast nervously making bad jokes about Margaret Atwood's books. When the signal was lost, Janine was left feeling thoroughly embarrassed by the whole event.[5]
Relationships[]
Runner Five[]
Janine was initially cautious of Runner Five due to the suspicious circumstances of their arrival at Abel Township. Regardless, Janine frequently sent them out on important missions and entrusted them with knowledge of Project Greenshoot. But when it was revealed that Van Ark had a traitor within Abel, Janine was quick to assume that the traitor was Five and was shocked to be proven wrong.
Since then, Janine has developed a genuine trust in Runner Five, considering them to be one of her best operatives. She even comes to think of Five as part of her family.[6]
Janine invited Five to her private wedding, where they were one of only four guests.[7]
Sam Yao[]
Although Janine is often exasperated by Sam's casual attitude and jokes, she does care for him as a friend. Janine often criticizes Sam for how messy he keeps the comms shack. The two of them frequently argue, but these arguments are rarely serious.
Janine recognizes that Sam has a high level of empathy and care towards other people, and sometimes uses that in her strategies.[8]
When things go very well on a mission, Sam can sometimes convince Janine to celebrate with a high-five or even a hug.[9][10]
Janine thinks of Sam as family.[11] She invited him to her private wedding, where he was one of only four guests.[12]
Simon Lauchlan[]
Janine and Simon became involved in a romantic relationship relatively early in the apocalypse. Simon openly flirted with Janine on several occasions, which she seemed to enjoy.
After Simon was revealed to be Van Ark's traitor inside of Abel, Janine was left feeling shocked and betrayed. She couldn't understand why Simon would do such a thing and wanted to bring him in for questioning, but he was supposedly killed before she could.[13]
When Simon reappeared, Janine was still angry at his betrayal but offered him a chance to come back to Abel and talk, which he refused.[14] Janine was saddened when Simon sacrificed himself to stop Moonchild.[15]
Simon later returned with a new appearance and a new name: Peter. While Janine did not recognize him at first, she eventually figured out who he was. Although Peter really did not want to talk about his past mistakes, Janine insisted upon it and told him that she forgave him, and that she's missed him.[16]
After this, Janine and Peter began rebuilding their relationship and started dating again. Janine even admits that she is in love with him.[17]
Janine and Peter eventually get married in a quiet ceremony on the day of Amelia and Zoe's wedding. Their wedding is officiated by Jody and attended only by Maxine, Paula, Sam, and Runner Five.[18]
Jody Marsh[]
Janine sees the potential in Jody to be a leader and works to foster those abilities in her.
When Janine leaves Abel after it is retaken from the Ministry, she places Jody in charge.[19] When Janine is poisoned by nanites and at risk of dying, she officially chooses Jody as her successor and prepares her to take over Abel in the event of her death.[20]
From then on, Janine frequently leaves Jody in charge of Abel whenever she must leave for an extended period of time.
Tom de Luca[]
Tom is Janine's younger brother.
Janine feels a strong guilt from leaving Tom to get captured by enemy forces in Algeria.
