"Dead On the Water" is the thirteenth mission of Season 10.
You've arrived in Venice with the cure for Maxine, but the plague seems to have evolved.

We're Coming!
You and Sam land in Venice and contact Maxine. Frances, Mo, and Quinzi are distracting the gangs so you should be able to reach her quickly. Maxine is very sick, but hopefully what ANNIE gave you will help.
Trust Frances
Maxine says the sludge on the surface of the canal water is new. Frances contacts you and says the people are shuffling like zoms and Quinzi jumped off a tower to join them. She thinks the green sludge has something to do with it and it's affecting everyone who has the plague. Maxine begins talking about dancing, but she recovers enough to tell you where the impulse wants her to go. Save the city!
End of an Experiment
Maxine thinks Valmont tweaked the red fungus to spread through water, and she thinks that Valmont is ending the experiment he began in Venice.
We Can Still Make It
The sludge is starting to climb into the stone of the buildings. Frances reaches Maxine and Maxine realises that the fungus knows you're coming. It begins pulling the bridge apart. You manage to escape, but it's trying to tear down the city.
So Strong
A horde of people shuffling like zombies emerge but head straight past you. Frances says Maxine is trying to leave. You need to get to Rialto.
Everything Is Fine
Frances has locked Maxine in a storeroom and she thinks the silver mud from the Hebrides is giving you some protection, but it may not last. She believes it's gathering people at the Rialto to create a central hive. You need to stop it.
Tear Down
You reach the rialto and find the population shrouded in dark green fungus, constructing a tower from their bodies. You need to kill that tower by exposing it to the catalyst ANNIE supplies and the panacea in Five's blood. You break the glass bottle from Annie and shove it into the tower and press your blood onto the goo. It begins to change colour and then vanishes, but it's pulling the rocks down around you. Run!
Forced Into Line
It's spreading to the water. A well explodes and releases silver mist, like the rain on Mor. The tower collapses and people are still alive. Maxine seems to be alright and her buboes are fading. She thinks Valmont is going to use the infection to force people to obey him since he'll have the cure.

If only we could join in Quinzi’s street party. But there is no time to celebrate.
With Venice free of both plague and fungus, the Mala and the Gondoliers have offered a detente as payment. They have access to food, shelter, and radio equipment.
Dr Myers is preparing a warning, to offer to the ether. Valmont has frustrated our signals before; he blocks many airwaves, has eyes on many roads. Have a look, to ensure our information is accurate. And with the goodwill of this broken city behind us, we shall make one more attempt.

This is a warning to all settlements, all nations: beware of a man named Brent Valmont. He’ll come to you smiling, as a friend, but he’s a liar and a murderer.
This man has created a terrible plague, derived from the same source as the zombie virus, and tested it in Venice. He has the only cure – he calls it his panacea — and he’ll sell it to you, at a very high price. Without a cure, the plague is invariably fatal. It’s carried through water, so guard your water sources. And most of all, guard against him.
We’ve tried to warn allies in the UK and the Maghreb, but the interference there is far too strong. If you get this message, then please, please pass it on.
